OTHER INFORMATION: The County Library Commission was formed by order of the Board of Supervisors in 1994 and was composed of 15 members appointed by the Board. Prior to 1994, Regional Library Councils in the 5 County Library Regions provided the opportunity for citizen participation and input regarding County Library operations. In 1996, the Board of Supervisors ordered the Commission to be restructured following a proposal developed by a working group of representatives of involved agencies. The new Library Commission has 20 members. Ten commissioners are selected by the City Selection Committee of representatives of the cities served by the County Library, selections to be made from among elected city council members in those cities; and ten commissioners appointed by the Board of Supervisors, two by each Supervisor. This action created a Commission which represents both the unincorporated areas and the cities served by the County Library.

OTHER INFORMATION: The District’s governing power is vested in its 35 members of the Board of Trustees. One trustee is appointed by each of the 34 cities and the County Board of Supervisors appoints one to represent unincorporated areas of Los Angeles County. To be appointed, the member must reside in and be a resident voter of the representative city (or county for county member) in the District. Board member duties and responsibilities include setting policy, establishing the budget, approving expenditures, and retaining legal counsel. The regularly scheduled board meetings are held on the second Thursday of each month, starting at 7:00 p.m., at District headquarters in Santa Fe Springs. All meetings are open to the public.

*Meeting Stipend: The trustees serve a minimum of two or four-year terms without compensation, but do receive an in-lieu travel expense of $100 for attending each regularly scheduled board meeting.

OTHER INFORMATION: Per Government Code Section 50270, the membership of each such City Selection Committee shall consist of the Mayor of each city within the county. Members of the LA County City Selection Committee include the Mayor of each city within Los Angeles County. Each city appoints an elected official as a delegate to the City Selection Committee; it usually is the Mayor. The term of office for each Member of the LA County City Selection Committee coincides with City Mayor terms, and the Committee meets three or four times a year, at the call of the Chairman. Their duties are to appoint City representatives to such Boards, Commissions and Agencies as may be required by law, i.e., LAFCO, South Coast Air Quality Management District, Los Angeles County Metropolitan Transportation Authority, Los Angeles County Hazardous Waste Management Advisory Committee; and to nominate for appointment Members to the California Coastal Commission.

Nominations for the City Selection Committee appointees to the MTA are made by the Sector Subcommittees for the Sectors whose representatives’ terms are expiring. The cities assigned to one of the four regions in Los Angeles County.

OTHER INFORMATION: Summary of Regional Council Stipend and Travel Reimbursement Policy - Regional Council members receive a $120 per diem stipend for attendance at SCAG-sponsored meetings or events, for a maximum of six (6) per diem stipends per month*#.

The SCAG President is authorized to approve two additional per diem stipends per month. Nine (9) or more per diem stipends per month require full RC approval; Regional Council members are eligible to be reimbursed for mileage (at the prevailing federal reimbursement rate) or public transit expenses for attendance at SCAG-sponsored meetings or events. SCAG provides validation for parking; Regional Council members do not receive medical, dental, life or pension benefits from SCAG.
